Background

Shay brings eight years of experience in child welfare advocacy and public policy, with roles at the Congressional Coalition Adoption Institute, Casey Family Programs, and Children’s Law Center. Shay has testified before Congress and led press briefings with members to drive impactful policy reform. Her career journey has been rooted in improving child welfare through policy analysis and stakeholder engagement across various levels of government. Most recently, she managed the San Francisco chapter of Back on My Feet, connecting people in rehab facilities with housing, jobs, and community. With a proven track record in research, policy analysis, and organizing, Shay is committed to advancing equity-focused projects and making a positive impact.
